Bringing collaborative action to Simpler Recycling reforms.

For over 20 years, WRAP has played a significant role in bringing together policy makers, NGOs, local governments, businesses and citizens to increase recycling and drive down residual waste in the UK.

We work in partnership with stakeholders to undertake evidence-based research, develop technical guidance and deliver citizen-facing recycling and food waste prevention campaigns in support of local and national waste policies.

While major developments in resource management practices in England have taken place in recent years, we’re here to support the Government’s Circular Economy target to achieve 65% municipal waste recycling by 2035 and halve residual waste per capita by 2042.

Our local authority team in England provides strategic, operational and communications support to help local authorities design and deliver recycling and waste management services that are efficient and effective.

WRAP also offer support for councils in Northern Ireland and local authority support in Wales


What support is available?

Local authority one-to-one support

Our local authority team work on a one-to-one basis with individual local authorities or groups of authorities, providing funded impartial, evidence-based guidance and support including:

  • Benchmarking of current service provision and performance.
  • Collections options modelling in support of service developments such as addition of target materials for recycling or review of collection frequency.
  • Support with effective service design, implementation and evaluation.
  • Review of Household Waste and Recycling Centre provision.
  • Technical support with the procurement of services.
  • Strategic and operational communications support.

Local authority guidance, resources and training

Our local authority team recognise the benefit of providing legislative and technical updates, good practice guidance, template resources and case studies specifically aimed at the local authority audience. Resources include:  

  • Dedicated webinar series for local authorities on the latest developments in policy, operational practices and communication initiatives.  
  • Fully funded training for local authority officers new to the sector.  
  • Delivery of bespoke workshops for local authority officers and elected members on key topics.
  • Development of free-to-access technical guidance, tools and case studies to support local authorities with their service development and delivery.
  • Provision of communication assets and guidance to support local authorities effectively engage with service users.
