WRAP has developed a joint procurement database to help local authorities work collaboratively to procure vehicles and/or containers more efficiently.
The benefits of the joint procurement opportunities include:
- Standardisation of specifications enables bulk purchasing and cost savings.
- Large scale orders may deliver financial efficiencies - particularly in relation to vehicles.
- There may be other positives such as extended warranties on equipment or other social value benefits such as funding for training or apprenticeships.
- Joint procurement also reduces market pressure at times of significant demand.
Sign up to the Joint Procurement Database
It is simple to register your requirements by adding a record to the database. You can also choose to view the database, where you will be able to filter information to find suitable local authorities from anywhere across England.
The questions are designed to build up information about where you are in your procurement journey. Please note that most of the questions allow for multiple answers to be selected, as you may for example be interested in procuring both electric and diesel vehicles, or a variety of different bin sizes.
Once you have registered/submitted a response to the database, you will be sent an email with a unique link that may be used to update your response should your requirements change.

What if I don’t have a password for the database?
If you would like to access the database, please email us at [email protected] and we will send you out a password via email. Note that we will only respond to requests for access from local authority email accounts.

The database was launched in June 2025 specifically to help with the procurement of food waste vehicles and containers.
WRAP welcomes feedback on the database and how it could be improved and developed to support wider procurement across waste management services.
