WRAP at INC-5.2: Turning global commitments into action on plastic pollution

  • WRAP is urging negotiators to agree on a strong, legally binding global treaty that tackles plastic pollution across its entire lifecycle—from production to disposal.
  • Through its global Plastics Pact Network, WRAP is demonstrating scalable, treaty-aligned solutions that deliver real-world impact.
  • Together with the Ellen MacArthur Foundation, WRAP is hosting a global side event to highlight how these solutions are already making a difference on the ground.

The fifth session of the Intergovernmental Negotiating Committee (INC-5.2) is underway in Geneva, where representatives from 170 countries are working to finalise a global agreement to end plastic pollution. 

While previous negotiations concluded without agreement, the tide is turning. Over 100 countries have now endorsed the “Nice Wake Up Call,” signalling strong support for binding commitments across the plastics lifecycle, a position closely aligned with WRAP and the Business Coalition for a Global Plastics Treaty.

WRAP is pushing for a comprehensive, legally binding international agreement that standardises global regulations and covers the full plastics lifecycle. Voluntary initiatives have laid the groundwork, but systemic change requires enforceable commitments. The time for ambition is now and August’s negotiations represent a pivotal opportunity to translate intent into impact.

As global momentum builds toward a legally binding Global Plastics Treaty, WRAP is at the forefront of demonstrating how scalable, real-world solutions can deliver treaty-aligned impact today.

Through the Plastics Pact Network, co-convened with the Ellen MacArthur Foundation, WRAP is already delivering treaty-aligned progress. Active in over a dozen countries, the Network is eliminating problematic plastics, scaling reuse models, and building circular systems tailored to local circumstances. It is a proven, adaptable model that demonstrates how coordinated, cross-sector action can accelerate global solutions.

To spotlight this progress, WRAP and Ellen MacArthur will host a high-level side event during INC-5.2, featuring Plastics Pact leaders and business representatives from India, Chile and the Pacific Islands. The event will showcase how locally grounded, globally connected action is already delivering measurable results - and what’s needed to scale these efforts under a global treaty framework.

WRAP’s delegation will be engaging with partners, negotiators and collaborators, sharing insights from its international partnerships and UK-based initiatives. Spokespeople will be available for interviews and commentary throughout the negotiations.

Peter Skelton - Senior Strategic Partnerships Manager, WRAP 

Peter has worked extensively with major business partners on WRAP’s voluntary agreements on packaging and food waste reduction. He led the development, business recruitment and launch of The UK Plastic Pact – the first of a global network of Pacts to help tackle plastic waste and develop a circular economy for plastic packaging. Since 2019, Peter has led on the expansion and strengthening of the Plastics Pact Network and was instrumental in the launch of Pacts in South Africa, Kenya and India. 

Jordan Girling – Head of Extended Producer Responsibility, WRAP

Jordan leads WRAP’s strategy on Extended Producer Responsibility (EPR), collaborating with governments, NGOs, charities, manufacturers, and industry stakeholders to develop effective EPR systems across various waste streams, including packaging, electronics, batteries, and textiles. With over a decade of global experience in EPR—spanning the UK, Europe, North and South America, Australia, APAC, the Middle East, and Africa—Jordan brings deep technical expertise to the sector. He also serves on the Chartered Institution of Wastes Management’s Strategic Expert Group, advising on current and emerging Producer Responsibility frameworks in the UK.

Andrea Cino - Senior International Partnerships Manager, WRAP 

Andrea works across the different countries with plastics initiatives. She has worked with governments supporting the development of national programmes and policies for sustainable production and consumption, and with businesses to improve the sustainability of the life cycle of products. Her work focuses on supporting our partners in building and delivering collaborative initiatives promoting the circular economy for plastics, encompassing upstream and downstream strategies, in countries including Chile, Peru, Colombia, Mexico, Brazil, U.S., Canada, Europe, South Africa, Kenya, Ghana and Malaysia.
