UK Gate Fees Report 2024-25

The Gate Fees report 2024-25 summarises the findings of WRAP’s eighteenth annual gate fees survey. The survey covers gate fees charged to local authorities in the UK for a range of municipal waste recycling, recovery, and disposal options.

Comparing the costs of alternative waste treatment options

The most recent in our long running series of gate fees reports, the Gate Fees report 2024-25 provides the latest costs for a range of waste and recycling treatments and also highlights recent trends and emerging themes for such contracts and services.

Key findings include:

  • Median Materials Recycling Facility (MRF) gate fees have decreased slightly from the levels seen in the Gate Fees report 2023-24.
  • 27% of local authorities envisage changing their kerbside collection method for dry recyclables at the next available opportunity. Of those local authorities seeking to change their system, 48% currently employ a fully commingled collection system.
  • The gate fees charged for treatment by Anaerobic Digestion (AD) and In-vessel composting (IVC) have increased from 2023/24. A small number of negative gate fees continued to be reported for Anaerobic digestion in 2024/25, but number had dropped from 2023/24.
  • The median gate fee for Energy from Waste (EfW) has increased for all three categories included in the survey: residual waste containing bulky waste, residual waste excluding bulky waste and bulky waste only. Consistent with 2023/24, the highest median gate fee was recorded for ‘bulky waste only’.
  • The median UK gate fee for NHLF, exclusive of landfill tax, was £26/tonne, this is slightly higher than the UK median gate fee observed in the 2023/24. The standard rate of landfill tax increased from £103.70 to £126.15/tonne across the UK on 1st April 2025.

The report is particularly relevant to Local Authorities looking to better understand the current situation in the gate fees and plan for future services and contracts.
